ಹಳಿಯಾಳ: ಇಲ್ಲಿನ ಪುರಸಭೆಯಲ್ಲಿ ನಡೆದ ವಾರ್ಡ್ ಸದಸ್ಯರ ಸಭೆ ನಡೆವ ವೇಳೆಯಲ್ಲಿಯೇ ಮದ್ಯ ಸೇವನೆ ಮಾಡಿ ಬಂದಿದ್ದ ಸದಸ್ಯರೊಬ್ಬರ ರಂಪಾಟಕ್ಕೆ ಆಡಳಿತಾಧಿಕಾರಿ ಹಾಗೂ ಕಾರವಾರ ಉಪವಿಭಾಗಾಧಿಕಾರಿ ಜಯಲಕ್ಷ್ಮೀ ರಾಯಕೋಡ್ ಚಾಟಿ ಬೀಸಿರುವ ಘಟನೆ ನಡೆದಿದೆ.
ಹಳಿಯಾಳ ಪುರಸಭೆ ವ್ಯಾಪ್ತಿಯ ಸಮಸ್ಯೆಗಳನ್ನು ಆಲಿಸುವ ಸಲುವಾಗಿ ಆಡಳಿತಾಧಿಕಾರಿ ಅವರು ಕರೆದಿದ್ದ ಸಭೆಗೆ ಮದ್ಯ ಸೇವನೆ ಮಾಡಿ ಬಂದಿರುವುದು ವೈದ್ಯಕೀಯ ತಪಾಸಣೆಯ ವೇಳೆ ಪತ್ತೆ ಆಗಿದೆ.
ಮದ್ಯ ಸೇವನೆ ಮಾಡಿ ಸಭೆಗೆ ಬಂದಿದ್ದ ಪುರಸಭೆಯ ಸದಸ್ಯ ಚಂದ್ರಕಾಂತ್ ಕಮ್ಮಾರ್ ಎಂದು ತಿಳಿದು ಬಂದಿದೆ. ಮದ್ಯ ಸೇವನೆ ಮಾಡಿ ಸಭೆಗೆ ರಾಜಾರೋಷವಾಗಿ ಬಂದಿದ್ದ ಸದಸ್ಯರ ವಿರುದ್ಧ ಕಾನೂನು ಕ್ರಮಕ್ಕೆ ಆಡಳಿತಾಧಿಕಾರಿ ಮುಂದಾಗಿದ್ದು, ಶಿಸ್ತು ಕ್ರಮ ತೆಗೆದುಕೊಳ್ಳುವುದಕ್ಕೆ ಮುಂದಾಗುವ ಸಾಧ್ಯತೆ ಇದೆ ಎಂದು ತಿಳಿದು ಬಂದಿದೆ.
ಕುಡಿದ ಮತ್ತಿನಲ್ಲಿ ಸಭೆಗೆ ಬಂದಿದ್ದ ಪುರಸಭೆಯ ಸದಸ್ಯನ ರಂಪಾಟ ಕಂಡು ಪೊಲೀಸರನ್ನು ಕರೆಯಿಸಿ ಹಳಿಯಾಳ ತಾಲ್ಲೂಕು ಆಸ್ಪತ್ರೆಗೆ ಕರೆದುಕೊಂಡು ಹೋಗಿ ತಪಾಸಣೆ ಮಾಡಿದ್ದ ವೇಳೆ ಸದಸ್ಯ ಮದ್ಯ ಸೇವನೆ ಮಾಡಿದ್ದು ಮೇಲ್ನೋಟಕ್ಕೆ ತಪಾಸಣೆ ವೇಳೆ ಕಂಡು ಬಂದಿದೆ ಎಂದು ಕರ್ತವ್ಯ ನಿರತ ವೈದ್ಯರು ವರದಿ ನೀಡಿದ್ದಾರೆ.
ಆಸ್ಪತ್ರೆಯಲ್ಲಿ ನಡೆದ ತಪಾಸಣೆ ಜತೆಗೆ ಪೊಲೀಸರು ಕೂಡ ಆಲ್ಕೋಹಾಲ್ ಟೆಸ್ಟರ್ ಮೂಲಕ ಪರೀಕ್ಷೆ ಮಾಡಿದ್ದು, ಈ ವೇಳೆಯಲ್ಲಿ ಪುರಸಭೆಯ ಸದಸ್ಯ ಮದ್ಯ ಸೇವನೆ ಮಾಡಿದ್ದು ದೃಢಪಟ್ಟಿದೆ.
ಪುರಸಭಾ ಕಾನೂನು ಕಲಂ 79 ರಪ್ರಕಾರ ಪ್ರತಿ ಸದಸ್ಯರು ಸರಕಾರಿ ನೌಕರ ಎಂದು ಪರಿಗಣಿಸಲ್ಪಡುತ್ತದೆ. ಹೀಗಾಗಿ ಸಭೆಗೆ ಮದ್ಯ ಸೇವನೆ ಮಾಡಿ ಬಂದಿದ್ದ ಸದ್ಯಸರ ವಿರುದ್ಧ ಕಾನೂನು ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಕ್ರಮ ಜರುಗಿಸುವುದಕ್ಕೆ ಅವಕಾಶ ಇದೆ. ವೈದ್ಯಕೀಯ ತಪಾಸಣೆ ಹಾಗೂ ಪೊಲೀಸ ತಪಾಸಣೆ ವೇಳೆ ಮದ್ಯ ಸೇವನೆ ಮಾಡಿದ್ದು ದೃಢಪಟ್ಟಿರುವುದರಿಂದ ಸದಸ್ಯತ್ವ ಅನರ್ಹತೆ ಕೂಡ ಮಾಡುವುದಕ್ಕೂ ಅವಕಾಶ ಇದೆ ಎಂದು ಪುರಸಭೆಯ ಆಡಳಿತಾಧಿಕಾರಿ ಹಾಗೂ ಉಪ ವಿಭಾಗಾಧಿಕಾರಿ ಜಯಲಕ್ಷ್ಮಿ ರಾಯಕೋಡ್ ತಿಳಿಸಿದ್ದಾರೆ.
ಯಾವುದೇ ಸದಸ್ಯರು ಸಭೆ ನಡೆಯುವಾಗ ಈ ರೀತಿ ಮದ್ಯ ಸೇವನೆ ಮಾಡಿ ಸಭೆಗೆ ಬರಲೇಬಾರದು. ಇಂತಹ ಪ್ರಕರಣಗಳು ಮತ್ತೆ ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ನಡೆಯದಂತೆ ಕಠಿಣ ಕಾನೂನು ಕ್ರಮ ತೆಗೆದುಕೊಳ್ಳಲಾಗುತ್ತದೆ ಎಂದು ತಿಳಿಸಿದರು.

It has been learned that the member of the municipality Chandrakant Kammar had come to the meeting after consuming alcohol. It has been learned that the administrator has taken legal action against the member who had consumed alcohol and came to the meeting enraged and disciplinary action is likely to be taken.
The doctor on duty reported that the member of the municipality who had come to the meeting in a drunken state was drunk and called the police and took him to the Haliyala Taluk Hospital for a check-up.
Along with the inspection at the hospital, the police also conducted an alcohol tester and it was confirmed that the member of the municipality had consumed alcohol.
As per Section 79 of the Municipal Act every member shall be deemed to be a Government servant. Therefore, there is an opportunity to take legal action against the members who had consumed alcohol in the meeting. Municipal Administrative Officer and Deputy Divisional Officer Jayalakshmi Rayakode said that there is a possibility of disqualification of membership as alcohol consumption has been confirmed during medical examination and police inspection.
No member should come to the meeting having consumed alcohol in this way while the meeting is going on. He said that strict legal action will be taken to prevent such cases from happening again.
