ಕಾರವಾರ: ಉತ್ತರ ಕನ್ನಡ ಜಿಲ್ಲೆಯ ಆರೋಗ್ಯ ಇಲಾಖೆಗೆ ಆಯಾಕಟ್ಟಿನ ಪ್ರಮುಖ ಹುದ್ದೆಗಳಿಗೆ ಅಧಿಕಾರಿಗಳನ್ನು ನೇಮಕವೇ ಆಗಿಲ್ಲ. ಪರಿಣಾಮ ಜಿಲ್ಲೆಯ ಆರೋಗ್ಯ ಇಲಾಖೆಗೆ ಹೆಚ್ಚುವರಿ ಪ್ರಭಾರ ಭಾರವಾಗಿ ಪರಿಣಮಿಸುತ್ತಿದ್ದು, ನಿರೀಕ್ಷಿತ ಗುರಿ ಮುಟ್ಟುವುದಕ್ಕೆ ಹೆಣಗಾಡುವ ಸ್ಥಿತಿ ಉಂಟಾಗಿದೆ.
ಇನ್ನು ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಮಂತ್ರಿ ಮಂಕಾಳ ವೈದ್ಯ ಅವರ ಸ್ವಕ್ಷೇತ್ರ ಭಟ್ಕಳ ತಾಲ್ಲೂಕಿನಲ್ಲಿಯೇ ತಾಲ್ಲೂಕು ಆರೋಗ್ಯ ಅಧಿಕಾರಿ ಹುದ್ದೆ ಖಾಲಿ ಇದ್ದು, ಇನ್ನೂವರಿಗೆ ನೇಮಕವೇ ಆಗಿಲ್ಲ ಎಂಬುವುದು ವಿಶೇಷ.
ಅರೋಗ್ಯ ಇಲಾಖೆಯ ಹಲವಾರು ಯೋಜನೆಗಳ ಅನುಷ್ಢಾನಕ್ಕೆ ಅಗತ್ಯವಾಗಿರುವ ಆರ್ ಸಿಎಚ್‌ ಅಧಿಕಾರಿ, ಜಿಲ್ಲಾ ಟಿಬಿ ಅಧಿಕಾರಿ, ಜಿಲ್ಲಾ ಸರ್ವೆಲನ್ಸ್‌ ಅಧಿಕಾರಿ ಹುದ್ದೆಗಳಿಗೆ ಇನ್ನುವರಿಗೆ ಯಾವುದೇ ನೇಮಕ ಮಾಡದೇ ಇರುವುದರಿಂದ ಆರೋಗ್ಯ ಇಲಾಖೆಯ ಮೇಲೆ ಹೊರೆ ಆಗಿ ಪರಿಣಮಿಸಿದೆ. ಜಿಲ್ಲೆಯ ಆರೋಗ್ಯ ಇಲಾಖೆಯ ಬಹುತೇಕ ಕೆಲಸಗಳನ್ನು ಇರುವ ಸಿಬ್ಬಂದಿಯೇ ನಿರ್ವಹಣೆ ಮಾಡಬೇಕಾದ ಸ್ಥಿತಿ ಇದೆ.
ಉತ್ತರ ಕನ್ನಡ ಜಿಲ್ಲೆಯ ವ್ಯಾಪ್ತಿ ದೊಡ್ಡದಾಗಿದ್ದು, ಖಾಸಗಿ ಆಸ್ಪತ್ರೆಗಳು ಕೂಡ ಹೇಳಿಕೊಳ್ಳುವಷ್ಟು ದೊಡ್ಡ ಮಟ್ಟದಲ್ಲಿ ಜಿಲ್ಲೆಯಲ್ಲಿ ಇಲ್ಲ. ಜಿಲ್ಲೆಯ ಜನರು ಆರೋಗ್ಯ ಇಲಾಖೆಯನ್ನೇ ನೆಚ್ಚಿಕೊಳ್ಳಬೇಕಾದ ಸ್ಥಿತಿ ಇದೆ.
ಜಿಲ್ಲೆಯ ಸಿದ್ದಾಪುರ, ಮುಂಡಗೋಡ, ಹಳಿಯಾಳ, ಜೋಯಿಡಾ, ಭಟ್ಕಳ ತಾಲ್ಲೂಕುಗಳಲ್ಲಿ ತಾಲ್ಲೂಕು ಆರೋಗ್ಯ ವೈದ್ಯಾಧಿಕಾರಿಗಳ ಹುದ್ದೆಗಳು ಖಾಲಿ ಆಗಿಯೇ ಇವೆ. ಇಲ್ಲಿ ಯಾರನ್ನು ಕೂಡ ಇಲಾಖೆ ನೇಮಕ ಮಾಡಿಲ್ಲ. ಇರುವ ವೈದ್ಯರಿಗೆ ಹೆಚ್ಚುವರಿ ಪ್ರಭಾರ ವಹಿಸಲಾಗಿದೆ. ಇದೇ ಕಾರಣದಿಂದಾಗಿ ನಿರೀಕ್ಷಿತ ಮಟ್ಟದಲ್ಲಿ ಜಿಲ್ಲೆಯ ಆರೋಗ್ಯ ಇಲಾಖೆಯ ಯೋಜನೆಗಳ, ಕಾರ್ಯಕ್ರಮಗಳ ಅನುಷ್ಟಾನಕ್ಕೆ ಹೊಡೆತ ಬಿದ್ದಿದೆ. ಕೆಲ ಆರೋಗ್ಯ ಕೇಂದ್ರಗಳಲ್ಲಿ ವೈದ್ಯರು, ಕಿರಿಯ ಆರೋಗ್ಯ ಮಹಿಳಾ ಸಹಾಯಕಿಯರು, ಸಮುದಾಯ ಆರೋಗ್ಯ ಅಧಿಕಾರಿಗಳು ಇಲ್ಲದೇ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಗ್ರಾಮೀಣ ಭಾಗದ ರೋಗಿಗಳಿಗೆ ಸರಿಯಾದ ಆರೋಗ್ಯ ಭಾಗ್ಯ ಸಿಗುತ್ತಿಲ್ಲ ಎಂಬ ಆರೋಪ ಕೇಳಿ ಬರುತ್ತಿವೆ.
ಈಗಾಗಲೇ ಸರಕಾರ ಹಾಗೂ ಆರೋಗ್ಯ ಇಲಾಖೆಗೂ ಜಿಲ್ಲೆಯಲ್ಲಿ ಪ್ರಮುಖ ಹುದ್ದೆಗಳು ಖಾಲಿ ಇರುವ ಬಗ್ಗೆ ಪ್ರಸ್ತಾವ ಸಲ್ಲಿಸಲಾಗಿದೆ. ಆರೋಗ್ಯ ಇಲಾಖೆಯಲ್ಲಿ ಸಾಕಷ್ಟು ಹುದ್ದೆಗಳಿಗೆ ಪ್ರಭಾರ ವಹಿಸಲಾಗಿದೆ. ಕಾಯಂ ಅಧಿಕಾರಿಗಳು ಇದ್ದರೆ ಇಲಾಖೆಗಳ ಕಾರ್ಯಚಟುವಟಿಕೆಗೆ ಮತ್ತಷ್ಟು ವೇಗ ಸಿಗಲಿದೆ. ಜಿಲ್ಲಾ ಮಟ್ಟದ ಹುದ್ದೆಗಳಿಗೂ ಪ್ರಭಾರ ವಹಿಸಿ ಕೆಲಸ ಮಾಡಲಾಗುತ್ತಿದೆ. ಶೀಘ್ರವೇ ಸರಕಾರ ನೇಮಕ ಮಾಡುವ ಸಾಧ್ಯತೆ ಇದೆ. ಕೆಲ ತಾಲ್ಲೂಕುಗಳಲ್ಲಿ ಟಿಎಚ್‌ ಒ ಗಳು ಕೂಡ ಪ್ರಭಾರ ವಹಿಸಲಾಗಿದೆ. ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಕಾರ್ಯದರ್ಶಿ ರಿತೇಶ್‌ ಕುಮಾರ್ ಸಿಂಗ್‌ ಅವರ ಗಮನಕ್ಕೂ ತರಲಾಗಿದೆ ಎಂದು ಜಿಲ್ಲಾ ಪಂಚಾಯಿತಿ ಸಿಇಒ ಈಶ್ವರ ಕುಮಾರ್ ಕಾಂದೂ ತಿಳಿಸಿದರು.
ಜಿಲ್ಲೆಯ ಆರೋಗ್ಯ ಇಲಾಖೆಯ ಪ್ರಮುಖ ಹುದ್ದೆಗಳು ಖಾಲಿ ಇವೆ. ಈ ಬಗ್ಗೆ ಉಸ್ತುವಾರಿ ಸಚಿವರಿಗೆ, ಆರೋಗ್ಯ ಇಲಾಖೆಗೆ ಪ್ರಸ್ತಾವ ಸಲ್ಲಿಸಲಾಗಿದೆ. ಈ ಹುದ್ದೆಗಳ ಅಧಿಕಾರಿಗಳೇ ಬಹುತೇಕ ಜಿಲ್ಲೆಯ ಎಲ್ಲ ಕಾರ್ಯಕ್ರಮಗಳ ಉಸ್ತುವಾರಿ ನೋಡಿಕೊಳ್ಳುವುದರಿಂದ ಈ ಹುದ್ದೆಗಳಿಗೆ ಶೀಘ್ರವೇ ನೇಮಕ ಅಗತ್ಯವಾಗಿದೆ. ಇರುವ ಸಿಬ್ಬಂದಿಯಲ್ಲಿಯೇ ಇಲಾಖೆಯ ಕಾರ್ಯಕ್ರಮಳನ್ನು ಜನರಿಗೆ ಮುಟ್ಟಿಸುವ ವ್ಯವಸ್ಥಿತ ಕೆಲಸ ಆಗುತ್ತಿದೆ ಎಂದು ಜಿಲ್ಲಾ ಅರೋಗ್ಯ ಅಧಿಕಾರಿ ನೀರಜ್‌ ಕುಮಾರ್ ತಿಳಿಸಿದರು.
ಜಿಲ್ಲಾ ಆರೋಗ್ಯ ಅಧಿಕಾರಿಗಳು ಪ್ರಸ್ತಾವವನ್ನು ಕಳುಹಿಸಿದರೆ ಇಲಾಖೆ ಹಾಗೂ ಸರಕಾರಕ್ಕೆ ಪ್ರಸ್ತಾವ ಕಳುಹಿಸಿಕೊಡಲಾಗುವುದು. ಜಿಲ್ಲೆಯಲ್ಲಿ ಅಗತ್ಯ ಹುದ್ದೆಗಳಿಗೆ ಸಿಬ್ಬಂದಿ ನೇಮಕ ಪ್ರಕ್ರಿಯೆಗೆ ಕ್ರಮ ವಹಿಸಲಾಗುತ್ತದೆ ಎಂದು ಆರೋಗ್ಯ ಇಲಾಖೆಯ ಬೆಳಗಾವಿ ವಿಭಾಗದ ಪ್ರಾದೇಶಿಕ ಜಂಟಿ ನಿರ್ದೇಶಕಿ ಶೋಭಾ ಮುಲಿಮನಿ ತಿಳಿಸಿದರು.
Uttara Kannada District Health Department has not appointed officers for the important posts. As a result, additional burden is becoming heavy on the district health department and it is struggling to meet the expected target.
It is special that the post of taluk health officer is vacant in Bhatkal taluk, the district in-charge minister Mankala Vaidya, and no appointment has been made yet.
It has become a burden on the health department as no more appointments have been made for the posts of RCH officer, district TB officer, district surveillance officer, which are required for the implementation of several projects of the health department. Most of the work of the district health department has to be managed by the existing staff.
The scope of Uttara Kannada district is huge and even private hospitals are not as big as they can claim in the district. The people of the district have to rely on the health department.
Taluk Health Officer posts are vacant in Siddapur, Mundagoda, Haliyala, Joida, Bhatkal taluks of the district. The department has not appointed anyone here. Additional charge has been given to the doctors present. Due to this, the implementation of the plans and programs of the district health department at the expected level has suffered. In some health centers, there are no doctors, junior health women assistants, community health officers and there are allegations that rural patients are not getting proper health care in hospitals.
A proposal has already been submitted to the government and the health department regarding the vacancy of important posts in the district. In charge of many posts in health department. If there are permanent officers, the functioning of the departments will get more speed. Working in charge of district level posts as well. The government is likely to appoint soon. In some taluks THOs are also in charge. District Panchayat CEO Ishwara Kumar Kandu said that it has been brought to the notice of District In-charge Secretary Ritesh Kumar Singh.
Important posts of district health department are vacant. A proposal has been submitted to the Minister in charge, Health Department in this regard. As the officers of these posts are in charge of most of the programs in the district, it is necessary to appoint them soon. Neeraj Kumar, District Health Officer, said that within the existing staff, systematic work is being done to reach the people of the program of the department.
If the district health authorities send the proposal, the proposal will be sent to the department and the government. Shobha Mulimani, Regional Joint Director of Belagavi Division of Health Department said that steps will be taken to recruit staff for necessary posts in the district.
